The Reauthorization of the Individuals with Disabilities Education Act
It looks like Congress has been hard at work "improving" the IDEA. On December 3, 2004, the President of the United States signed into law the Individuals with Disabilities Education Improvement Act of 2004. This presentation focuses on Act's procedural and substantive changes in the areas of eligibility, the evaluation process, content of the IEP, discipline, and procedural safeguards, including new procedures for the due process hearing and a statute of limitations. This presentation also provides for an insightful discussion of how hearing officers, appeals panels, and the courts may interpret the changes to the IDEA, and the practical impact on school districts.
