Thomas C. Warner Partner

Tom Warner chairs the firm’s special education department, where he focuses primarily on the representation of numerous Pennsylvania school districts in matters of special education. While he devotes much of his practice to special education litigation at the administrative and appellate levels, he also spends a significant amount of time providing in-service training to school districts regarding various matters, including the development of defensible special education programming and confidentiality/disclosure issues involving education records. Tom seeks to foster a collaborative approach in special education disputes while understanding that there is an appropriate time place for advocacy. Tom also prides himself on his responsiveness to clients and his long-running professional relationships with numerous skilled educators and members of the special education bar. 

Tom also frequently presents at conferences focused on special education legal issues. He served for ten years as a co-chair of the planning committee for the Exceptional Children Conference, an annual event hosted by the Pennsylvania Bar Institute, the educational arm of the Pennsylvania Bar Association. He continues to maintain an active role in the conference, which convenes the members of the special education law bar annually to sharpen their skills during a full day of continuing legal education.  

Tom was born in Baltimore, Maryland and raised in the Baltimore suburbs, and now resides with his wife and three children in Bucks County.
