Montanye, Warner and Linell Asroff to offer legal insights at PAPSA Annual Conference

New Britain, PA – Sweet, Stevens, Katz & Williams LLP has played a major role for decades at the Pennsylvania Association of Pupil Services Administrators (PAPSA) annual conference, and will do so again this year as the group convenes April 8–10, 2026, at the Inn at Leola Village in Leola, Pennsylvania.

For the 23rd straight year, attorneys from Sweet Stevens will present the Paul Stevens Memorial Legal Seminar on April 10. The seminar was first established by PAPSA to honor Paul Stevens, a founder of Sweet Stevens and the organization’s longtime legal advisor and educator. It has become a cornerstone of the conference program and is a trusted forum for representatives from Pennsylvania schools to explore the legal issues shaping student services.

This year, Thomas C. Warner, Esq. will lead the seminar’s morning session, entitled “Legal Issues Impacting Special Education.” He will focus on emerging case trends, defensible programming strategies, and compliance considerations for districts navigating special education responsibilities.

In the afternoon, Sharon W. Montanye, Esq. and Kalani Linnell Asroff, Esq. will be providing entertaining updates on new legislation and case law impacting public education and will also explore the practical and legal implications of artificial intelligence (AI) in school administration during the session entitled “Legal Issues Impacting Pupil Services.” Sharon will be joined by Dr. Michael Ubbens, Supervisor of Special Education for the Avon Grove School District, who will share his district’s process for deploying a customized AI guidance tool, to strengthen both procedures and staff decision-making. The session will also examine the legal considerations surrounding documentation, consistency, and accountability when integrating AI into student services operations.

Montanye also will present earlier in the conference on April 9 during the session “Bridging Law and Board Governance: What Pupil Services Leaders Need to Know.” She will be joined by Dr. Michelle Reichard-Huff, Berks IU Director of Early Childhood & Student Services; Berks IU School Board Member James Brothy; and attorney Leigh Dalton in a discussion focused on governance relationships, board dynamics, and the legal responsibilities affecting pupil services administrators.
